The Minister of Energy issued two directives to the IESO. The first involves developing an “Energy-from-Waste” procurement process for municipal projects with certain features. The second directs the IESO to, among other items, negotiate a seasonal capacity sharing agreement with HQ Energy Marketing and investigate other opportunities involving Hydro-Quebec as well as review the outcomes of certain procurement processes.

The OEB has posted the latest monitoring report of the Market Surveillance Panel. The report examines the IESO-administered electricity market for the period November 2013 to April 2014.

The OEB has set new time-of-use electricity commodity prices effective May 1. All prices increase with off-peak prices increasing by 0.3 cents/kWh, mid-peak by 0.8 cents and on-peak by 2.1 cents. The OEB has introduced a 2:1 ratio between on- and off-peak prices.

The provincial government announced that it intends to implement a cap and trade system to limit greenhouse gas pollution in

The provincial government has proposed the implementation of an "Ontario Electricity Support Program" effective the start of 2016. The program is intended to provide financial assistance to low-income families to make electricity more affordable. The program would be ratepayer-funded and administered through the OEB.

The IESO has issued its latest outlook covering April 2015 to September 2016, and has concluded that the reliability of the electricity system remains positive. Adequate supply and reliable transmission service are forecasted.

One of the OEB's technical advisors in the Board's Energy East consultation has provided its preliminary assessment of the impact of Energy East Pipeline on natural gas prices in Ontario.

Effective January 1, the Ontario Power Authority was merged into the Independent Electricity System Operator. The new organization is responsible for the operation of the province's electricity system and market, long-term energy planning, procurement and the promotion of conservation.

The OEB issued its new Demand-Side Management framework for natural gas utilities. The framework will govern the utilities' conservation and energy efficiency activities for 2015 to 2020.

The OEB released its Conservation and Demand Management guidelines for electricity distributors who have a CDM requirement in their licence. The guidelines apply to CDM programs beginning January 1, 2015 and are intended to complement the 2015-2020 CDM Framework developed by the OPA and distributors.
